I’m left wanting more detail!

Japan has been found to be illegally whaling previously. How is it that they can get someone arrested for damaging their vessels, and no consequences to themselves? (I know I know… The world we live in)

Is the fact that Greenland (another whaling country) carried out the arrest significant here?
