The unix philosophy is kinda vague and always felt more like do as I say not as I do. But I think the more generous response is that the philosophy is focused on user space applications.

Why would it be?
Linux, BSD, macOS, iOS, Android, QNX and so on are all Unix-like operating systems. Windows is the only widely used OS that’s not Unix-like.

What makes you say it doesn’t work? They have a whole POSIX subsystem.
