Yep it’s pretty repulsive that any country would treat people like this. Whether it’s the United States Russia or China etc etc. People would do well to learn that this is what happens when you have wealthy unaccountable oligarchs or Vanguard in charge. Of course they are. „the worst“ are usually hard to catch, unless they already are in prison. Whereas normal people have regular places to be, school or work, where they can be caught easily.
Also, technically, there will always be „the worst“, just as there will always be „the best“ migrant.
