Fair enough, if you’re just talking about the initial recommendation then “was a struggle” is accurate. For all other purposes, it’s basically the wild west with regards to the COVID precautions taken.
At the beginning it was unclear how it was transmitted so it wasn’t unusual to see people wearing gloves… Heck, people were cleaning their groceries!
Same here in the UK. Shops and such had hand sanitizer instead.
