Both US and Belgium want to keep control over the funds, and terms where Ukraine only has to repay the loan if Russia begs to pay Ukraine government to accept its reconstruction funds is guaranteed to mean that Ukraine would never have to repay. I dont know about you, but taking “illegally” siezed Russian assets and using them to fund Ukraines defence against the illegal Russian invasion makes sense to me.
it is a propaganda based view that Ukraine/“the west” didn’t start the war, and the mere thought of loan is desperation to keep war going. You need to be extremely angry at demonic evil that ever caused you to believe the lies.
