My kids are in similar situation but now 12 and it is not about stopping access anymore but fostering good habits. I still have app type and time limits but they are clever and figure ways around but still ask me if they can do things. I think it works
Yeah it’s disheartening to hear good people being hurt by dodgy employers. Need to document everything but where is the incentive for a working holiday maker to fight federal agencies. Especially after they have left the country.

I was in China in December 2019 and there was an effort by many people to inform that there was a virus going around and that I should be extra careful. They did not do that for their benefit and many risked the embarassment of attempting to speak English to a foreigner. Then there were people trying to sell me a mask for 100 times inflated price for their own gain. People are people and some will take an opportunity even if it negatively affects others.
