Right before we got the puppy I let the cat go a couple extra weeks without a trim, especially since the puppy was already a little bigger than her. When she’d sit around licking her paws we used to joke that she was “readyin’ the removed slappin’ paw.”
Are you sure that the previous owner of the collar wasn’t eaten by the current owner, which given the nature of the role associated with the collar, seems appropriate.

I’d be more afraid of an aggressive cat over an aggressive dog. The latter are usually easier to trick and can hopefully be herded to somewhere where they can be trapped. Cats however…
