First things to mind are a purely solid state electric thrust like on a dyson fan. Maybe you could have a launcher or have them raised to a certain height if they aren’t able to achieve takeoff initially.
Perhaps some new material science could make vacuum balloons possible, you could control buoyancy by pumping plain air in and out of a space. Perhaps a light cage with an airtight material stretched over it.

Or maybe you just slingshot a dartlike thing which has the ability to arrest its movement instantly if it might hit an unintended target.
I thought they just added the regular fan blades for the second generation onward, because they couldn’t supply enough pressure to pass through an air filter? Regardless, solid state electric air movement does exist.

Those dyson fans still have regular fan blades they’re just hidden in the base, they’re not solid state at all.
