The middle lane is a safe middle-ground where you’re safe from most merges and where you shouldn’t annoy the faster traffic too much.
Why are you so afraid of traffic merging? People that don’t suck at driving seem to not have a problem watching for traffic coming up on the on-ramps and taking appropriate action. The right lane is the correct travel lane if you are not actively passing.
